During the pandemic, interest rates on ultra-low-risk short-term investments were close to zero (see chart on home page), and investment of school reserves in these funds was not cost-effective. However, post-pandemic economic conditions have resulted in much higher short-term rates. Current interest rates allow for net returns of 4% or more (returns will fluctuate with market conditions.)

Complete Liquidity at All Times

The CCMP is designed to be easy to access and easy to withdraw from. All of your funds are fully liquid and your school can withdraw any or all amounts at any time (note: some investments such as US Treasuries are subject to market risk if liquidated before maturity). You can also exit the CCMP entirely at any time with no penalty.

Ultra-Low-Risk Investments, Approved by Your Board

The CCMP invests exclusively in ultra-low-risk investments, primarily AA- and AAA-rated governmental and prime money market funds - the primary goal of the CCMP is safety and liquidity. Your Board approves an initial list of all Eligible Investments – the CCMP then determines the best choices within those Eligible Investments based on your school’s specific needs and market conditions.

All Funds Held in US Bank Custodial Account

All CCMP funds are held by US Bank in accounts in your school’s name. US Bank holds billions of dollars in public funds safely and securely and has been rated #1 in customer satisfaction in California for the last 3 years.

Full Transparency of Your Public Funds

Your school will have 24/7 online access to all investments, transactions, balances, and earnings via the US Bank “Pivot” portal, and the CCMP also produces monthly reports summarizing all activity in an easy to read format for board reporting.

Streamlined Transfer and Investment Process

The CCMP is designed to seamlessly integrate with your existing depository accounts, making transfers and tracking via wire or ACH safe and efficient, giving you full documentation and transparency with minimal workload on your school staff. The CCMP team handles all initial setup and ongoing administration in collaboration with your school’s business office.

No Comingling or Risk Pooling with Any Other Schools

All of your school’s funds in the CCMP are completely separate from every other CCMP school. No activities of any other school affects your school’s funds or returns in any way.

Full Audit Support

The CCMP team proactively supports your business office for annual audits, providing all required compliance and documentation required by your auditors, as well as any information requested by authorizers or other public entities. 100% of CCMP investments fall within the California Education Code and Government Code lists of authorized investments.

Cash Flow Projection Support

The CCMP team helps your staff to analyze cash flow projections to optimize the amounts in the CCMP vs in your operating checking account, to ensure you have sufficient cash on hand to meet all current obligations (payroll, vendor payments, etc.) while maximizing CCMP invested funds. Your business office can adjust this schedule at any time as desired.

Federal Rebate Assistance

All interest earnings on federal funds must be rebated to the federal government by law - the CCMP team helps your staff to optimize the federal funds held in the CCMP, and handles all calculations and rebate forms for all interest earnings on federal funds.

While each school’s accounts are completely separate, the overall size and aligned approach of the CCMP allows all schools to benefit from lower costs and higher interest rates available for institutional clients. To maximize these savings, the CCMP minimum recommended participation level is $1 million or more, but there is no penalty for investing less.
